Jim Ainsworth,
Principal of A&S Engineers, Inc.has over 30 years of professional
engineering experience in water distribution systems, highways,
roadways, airports, facilities, grading and paving. He has managed
civil engineering and related projects for governmental and developer
clients including feasibility and conceptual studies, master plans,
preliminary and final engineering design, preparation of bid packages,
bid processes and award of contracts, construction phase services,
and operations startup. Additionally, he serves as the firm's client
liaison, coordinates engineering with other project elements, and
assists with conformance to regulatory requirements.
Mr. Ainsworth
is highly experienced with rules, regulations, permitting requirements
of Texas Commission of Environmental Quality (formerly the TNRCC),
USEPA, Corps of Engineers, and other regulatory bodies. He has extensive
experience with the Texas Water Development Board requirements for
loan application, approvals, release of funds and approval of contract
packages, plus coordination for the duration of the construction
process.

Troy Bordelon,
a Principal of A&S Engineers, Inc., has over 20 years of professional
engineering experience in water plant and distribution systems,
wastewater treatment plants and collection systems, land development,
drainage and stormwater management, floodplains studies, roadway
design, airport improvements, and construction administration.
He has designed and managed civil design teams on several federal,
state, local and private sector projects. He has also produced
numerous design drawings for bid documents, site plants, grading
and details, and technical specifications.
Mr. Bordelon
has provided technical and construction feasibility assistance
to design teams as a leader and project manager. He has also negotiated
progress payments, change orders, and time extension allocations
on behalf of the owner, supervised and scheduled inspections,
and monitored construction for conformance with all applicable
government codes.
Mr. Bordelon
has successfully prepared bond application reports for TCEQ and
loan applications for the TWDB. Mr. Bordelon has extensive experience
in managing all facets of utility district construction projects
from funding, design, approvals, bidding, construction administration,
and project closeout. Mr. Bordelon is a former Vice President
of a local MUD district.
